This is to draw your kind attention that admissions in Postgraduate courses (for Diploma, MD/MS, DM, & M.Ch) has to be made in accordance with the provisions of the Indian Medical Council Act, 1956 and Postgraduate Medical Education Regulations, 2000.

The Regulations framed by the Council have been held to be statutory, binding and mandatory in character by the Hon’ble Supreme Court in its various pronouncements.

1. The admission in various Postgraduate Courses in Medical College are required to be in terms of the following parameters, based upon the judicial decisions and MCI Regulations:-
i. No admission is made beyond the sanctioned intake capacity.
ii. Procedure for selection of candidates is in accordance with clause 9 of the Postgraduate Medical Education Regulations, 2000.

iii. No admission is permitted beyond the cut-off date specified in Regulations/decision of the Hon’ble Supreme Court.

iv. The Postgraduate students undergoing Postgraduate Degree/Diploma/Super-Specialty course are paid stipend on par with the stipend being paid to the Postgraduate students of State Government Medical Institutions / Central Government Medical Institutions in the State/Union Territory where the institution is located.

2. The Medical Colleges are required to ensure that all admission in courses of medicine falling within the purview of the Indian Medical Council Act, 1956 are strictly in accordance with merit and are made in a transparent and fair manner as envisaged in the Regulations.

Any violation shall lead to discharge of the concerned student from the courses and such action against the concerned Medical College/Institution as is permissible in law.

3. In order to effectively monitor that all admissions made in courses of medicine are in conformity with the requirement of Regulations, an online monitoring system developed by the Council is already in place. Please see MCI website for the same.

4. The On-line monitoring system will be open for entry from 20th May 2016 for Broad speciality and 20th September 2016 for super-speciality postgraduate course.

Through this unique login id all the Medical colleges/Institutions must submit their student’s admission details latest by 08th June 2016 for Broad specialty and 07th October 2016 for super-specialty courses beyond which the Colleges/Institutions will not be allowed to enter the details of the Students into Students Entry System for this current academic year.

5. Non receipt of this information within stipulated time will reflect on the recommendation to be made by the Council to the Central Government for grant of permission/recognition to the Colleges/Institutions for that academic year and/or subsequent academic years.

6. The following guidelines shall be followed by the Colleges/Institutions

3. Use the login credentials. Remember that the Password and the code shown on the screen are case sensitive. Provision is there to change the password. Password should be kept confidential.

7. All details requested for should be captured/entered on the entry screen.

8. The Colleges/Institutions shall take the printout of the details of the students entered through the software duly signed and stamped by the Dean/Principal of the Colleges/Institutions along with the letter from DME/State Govt. fixing the ratio of Govt. and Management quota subject-wise and send to the Council latest by 15th June 2016 for Broad specialty and 12th October 2016 for super-specialty courses.

The Council may ask for other supportive documents like Caste certificate, details of Competitive entrance exam etc. as and when required by the Monitoring Cell.

9. The onus of furnishing true, correct and authentic information is upon the College concerned and in case of furnishing of any wrong/incorrect information it shall be open to MCI to initiate action as is permissible in law.

10. In case of any difficulty in accessing MCI website an email may be sent to monitoring@mciindia.org and or to the Council office at 011-25361272, 25361330. The Council shall revert within 02 working days to resolve the query/issue.

11. Please note that in case the number of seats in any postgraduate courses in MCI website showing “Zero” or “Dash” or course not being displayed then please submit the copy of MCI/Government of India, MOHFW letter with regard to number of seats fixed in respect of number of admissions made by your institute. Otherwise the students admitted in these courses are liable to be discharged.
